What is the relationship between HR and the recruiter?

It depends on the company.  Sometimes there is NO relationship at all.   I would say the smaller the company, the bigger the relationship.

What is a in the day in the life of an HR rep like?

The day in the life of an HR Rep and a Recruiter can be quite different.  If it is a recruiter, then their whole day is sourcing candidates, reading resumes, writing job descriptions, working with hiring managers and interview teams, phone screens and interviews.

An HR Rep that is involved in recruiting tends to have fewer openings and is also focused on benefits, employee relations, employee programs and recruiting.
